{"id":831,"date":"2017-01-06T20:49:18","date_gmt":"2017-01-06T20:49:18","guid":{"rendered":"https:\/\/www.bates.edu\/bcsg\/?page_id=831"},"modified":"2026-03-03T14:11:50","modified_gmt":"2026-03-03T19:11:50","slug":"constitution","status":"publish","type":"page","link":"https:\/\/www.bates.edu\/bcsg\/constitution\/","title":{"rendered":"Constitution"},"content":{"rendered":"<h3><span style=\"font-weight: 400;\">Bates College Student Government Constitution<\/span><\/h3>\n<p><span style=\"font-weight: 400;\"><div class=\"btn-wrap\">\n\t<div class=\"btn-action\" id=\"preamble\">\n\t\t<h3 class=\"btn-title\">PREAMBLE<\/h3>\n\t\t<div class=\"btn-arrow\"><\/div>\n\t<\/div>\n\t<div class=\"btn-content\"><\/span><\/p>\n<h5><span style=\"font-weight: 400;\">PREAMBLE<\/span><\/h5>\n<p><span style=\"font-weight: 400;\">We, the Bates College Student Government, in order to ensure that the students of Bates College have an accessible structure through which they can express their opinions and enact change, do ordain and establish this Constitution for the government of our association.<\/div>\n<\/div>\n<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><div class=\"btn-wrap\">\n\t<div class=\"btn-action\" id=\"article-i-purpose\">\n\t\t<h3 class=\"btn-title\">ARTICLE I: Purpose<\/h3>\n\t\t<div class=\"btn-arrow\"><\/div>\n\t<\/div>\n\t<div class=\"btn-content\"><\/span><\/p>\n<h5><span style=\"font-weight: 400;\">ARTICLE I: Purpose<\/span><\/h5>\n<p><em><span style=\"font-weight: 400;\">Section 1: Name<\/span><\/em><\/p>\n<p><span style=\"font-weight: 400;\">The name of this organization shall be Bates College Student Government, hereafter<br \/>\nreferred to as BCSG.<\/span><\/p>\n<p><em>Section 2: BCSG<\/em><\/p>\n<p>The Executive Board and the Assembly shall constitute the General Body of BCSG.<br \/>\nThe purpose of this organization shall be to 1) serve as a representative body of all<br \/>\nstudents of Bates College; 2) be attentive to, advocate for, and address student needs<br \/>\nincluding but not limited to curricular needs, campus life, developing safe spaces, and<br \/>\nbeing responsive to the needs of the overall community 3) support the functioning and<br \/>\norganization of student clubs by the acquisition of funding and approval of new<br \/>\ninitiatives; and 4) create and execute programs that materially contribute to Bates College<br \/>\nculture and improve the quality of life for all students. The third and fourth aspects of the<br \/>\nabove will be facilitated by BCSGs specifically designated subcommittees, that focus on<br \/>\nstudent affairs, facilities, academics, and athletics.<\/p>\n<p>BCSG, through the Committee Selection Board, is also responsible for appointing student<br \/>\nrepresentatives to work on committees within the college that are working towards a<br \/>\nspecific, short-term, or long-term, goal.<\/p>\n<p><em>Section 3: The Executive Board<\/em><\/p>\n<p>The Executive Board, hereafter referred to as the E-Board, shall serve as a mediator<br \/>\nbetween members of the administration and student concerns. It will also set and drive<\/p>\n<p>Student Government\u2019s vision. The E-Board is composed of the president, vice president<br \/>\n(or two co-presidents), chairs of Budgets and Clubs Boards (hereafter referred to as<br \/>\nBCB), and Committee Selection Board (hereafter referred to as CSB), and the secretaries<br \/>\nappointed by the president\/co-presidents.<\/p>\n<p><em>Section 4: The Assembly<\/em><\/p>\n<p>The purpose of the Assembly shall be to serve as the direct representation for specific<br \/>\nclass years enrolled at Bates College, as well as to communicate the concerns of their<br \/>\nconstituents to the E-Board. The assembly will also propose and vote on motions that<br \/>\ncome before BCSG.<br \/>\nThe subcommittees of the BCSG, student affairs, facilities, academics, and athletics, will<br \/>\nwork with a special focus on their respective areas of interest (same as the name of each<br \/>\nsubcommittee). They will take a lead on those specific areas to gather community<br \/>\nconcerns and needs and report back to the larger assembly.<\/p>\n<p><em>Section 5: Advisors<\/em><br \/>\nThe purpose of BCSG advisors shall be to serve as guidance for both the E-Board and the<br \/>\nAssembly in gathering information and making decisions.<\/p>\n<ul>\n<li>The BCSG Advisor:<br \/>\n\u25cf Is a staff member from Campus Life.<br \/>\n\u25cf Attends all BCSG Assembly and E-Board meetings.<br \/>\n\u25cf Meets on a weekly basis with the BCSG President or Co-Presidents.<br \/>\n\u25cf Provides reasoned, knowledgeable advice to BCSG in navigating college<br \/>\nsystems and structures.<br \/>\n\u25cf Provides input as requested and\/or necessary related to BCSG decisions.<\/div>\n<\/div>\n<\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\"><div class=\"btn-wrap\">\n\t<div class=\"btn-action\" id=\"article-ii-membership\">\n\t\t<h3 class=\"btn-title\">ARTICLE II: Membership<\/h3>\n\t\t<div class=\"btn-arrow\"><\/div>\n\t<\/div>\n\t<div class=\"btn-content\"><\/span><\/p>\n<h5><span style=\"font-weight: 400;\">ARTICLE II: Membership<\/span><\/h5>\n<p><em>Section 1: Composition <\/em><\/p>\n<p>The General Body of BCSG must be made up of students currently enrolled full-time and<br \/>\nstudying on campus at Bates College. The Assembly will contain a minimum of twelve (12) members.<\/p>\n<p>For more information, refer to Article III, Section 1: Officers.<\/p>\n<p><em><span style=\"font-weight: 400;\">Section 2: Privileges and Responsibilities<\/span><\/em><\/p>\n<p>The privileges and responsibilities of membership include an obligation to the student<br \/>\nbody of Bates College to accurately assess and convey the needs and concerns of<br \/>\nconstituents, and to have a direct working relationship with the members of the<br \/>\nadministration of Bates College to seek counsel or advocate for the student body.<\/p>\n<p><em>Section 3: Revocation<\/em><\/p>\n<p>Membership may be revoked if any member of the organization is not upholding their<br \/>\nresponsibilities or due to prolonged inactivity (as defined in Article IV and *by-laws).<br \/>\nAny member of the student body may present their concerns regarding a member to a<br \/>\nCSB member\/co-chair, who may initiate an anonymous impeachment vote at the next<br \/>\nmeeting at their discretion. Any impeachment process requires a two-thirds vote by the<br \/>\nBCSG Assembly. Any member removed by impeachment shall no longer be eligible to<br \/>\nserve in BCSG in any capacity unless an appeal to CSB is initiated.<\/p>\n<p><em>Section 4: Nondiscrimination Policy<\/em><\/p>\n<p>Membership shall be open to all currently enrolled students of Bates College, regardless<br \/>\nof age, creed, race, color, sex, sexual orientation, gender identity, socioeconomic status,<br \/>\ndisability, national origin, or status as a veteran. This list is not exhaustive. To achieve<br \/>\nthese goals, we strictly adhere to the Campus Life mission statement:<\/p>\n<p><span style=\"font-weight: 400;\">&#8220;Reflecting the<\/span><a href=\"https:\/\/www.bates.edu\/institutional-planning\/bates-college-institutional-plan\/\"> <span style=\"font-weight: 400;\">Bates Institutional Plan<\/span><\/a><span style=\"font-weight: 400;\">, Campus Life plays an integral role in the education of the whole person, a \u201cprocess through which students become aware of their interests, community, and purpose in the world.\u201d We deepen the student experience by providing resources and opportunities to explore interests through involvement in<\/span><a href=\"https:\/\/www.bates.edu\/campus\/student-clubs-organizations\/\"> <span style=\"font-weight: 400;\">student clubs and organizations<\/span><\/a><span style=\"font-weight: 400;\">,<\/span><a href=\"https:\/\/www.bates.edu\/campus\/events\/\"> <span style=\"font-weight: 400;\">social events and programs<\/span><\/a><span style=\"font-weight: 400;\">, skill-building workshops, and employment opportunities. An equity and inclusion lens is foundational to our work \u2013 we actively aspire to dismantle -isms and -phobias, and partner with students to do the same in their areas of influence.&#8221;<\/span><span style=\"font-weight: 400;\"><\/div>\n<\/div>\n<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><div class=\"btn-wrap\">\n\t<div class=\"btn-action\" id=\"article-iii-officers\">\n\t\t<h3 class=\"btn-title\">ARTICLE III: Officers<\/h3>\n\t\t<div class=\"btn-arrow\"><\/div>\n\t<\/div>\n\t<div class=\"btn-content\"><\/span><\/p>\n<h5><span style=\"font-weight: 400;\">ARTICLE III: Officers<\/span><\/h5>\n<p><em>Section 1: Positions<\/em><\/p>\n<p>The BCSG Assembly is constituted of the BCSG Executive Board and the<br \/>\nindividual Class Representatives.<\/p>\n<p>The BCSG Executive Board, or the E-Board, shall be composed of the President<br \/>\nand the Vice President or Two Co-Presidents, the Secretary, the Chair of the<br \/>\nCommittee Selection Board, and the Chair of the Budgets and Clubs Board.<\/p>\n<p>The Assembly shall be comprised of Class Representatives including three (3)<br \/>\nmembers of the first-year class, three (3) members of the sophomore class, three (3)<br \/>\nmembers of the junior class, and three (3) members of the senior class.<\/p>\n<p>The Assembly can also include At-Large-Representatives who represent the Bates<br \/>\nstudent body as a whole. At-Large-Representatives function similarly to the Class<br \/>\nRepresentatives are appointed by the BCSG assembly to fill any vacant Class<br \/>\nrepresentative position that may exist following two (2) complete election<br \/>\ncycles.<\/p>\n<p>Professional advisors to BCSG shall be Campus Life staff.<\/p>\n<p><em>Section 2: Appointment and Terms<\/em><\/p>\n<p>The President and Vice President or Two Co-presidents shall be appointed by popular<br \/>\nelection of the entire student body. The Class Representatives in general shall be<br \/>\nappointed by popular election within their own constituent class year. The Chair of the<br \/>\nThe Committee Selection Board and the Chair of the Budgets and Clubs Board shall be<br \/>\nappointed via election procedures internal to their respective organizational bodies. The<br \/>\nSecretaries shall be appointed by the President or the Co-Presidents and At-Large<br \/>\nRepresentatives shall be appointed via a process conducted in collaboration between the<\/p>\n<p>Assembly and the Committee Selection Board. Unless re-elected, the terms of the<br \/>\nPresident, Vice President, or Co-Presidents, Assembly, Chair of the Committee Selection<br \/>\nBoard, and Chair of the Budgets and Clubs Board, shall be for one (1) year, commencing<br \/>\nfrom their respective date of the appointment.<\/p>\n<p><em>Section 3: Duties<\/em><\/p>\n<ol>\n<li>President\n<ol>\n<li>The President is the Chair of the Executive Board, setting agendas for<br \/>\nExecutive Board meetings and determining the overall direction of Student<br \/>\nGovernment.<\/li>\n<li>The President is able to call emergency meetings of the Student Government<br \/>\nwhen the student body is needed to speak and a regular meeting is not<br \/>\nscheduled soon enough for the Student Government to appropriately react.<\/li>\n<\/ol>\n<\/li>\n<li>Vice President\n<ol>\n<li>The Vice President has the responsibility to oversee members of the<br \/>\nAssembly, maintaining contact with, and creating relationships with all<br \/>\nAssembly members, in the interest of supporting them and ensuring that they<br \/>\nare fulfilling their duties.<\/li>\n<li>The Vice President holds the responsibility of maintaining order during<br \/>\nGeneral Body meetings.<\/li>\n<\/ol>\n<\/li>\n<li>Co-Presidents\n<ol>\n<li>Co-Presidents will assume the role of Presidents with equity and balance<\/li>\n<li>Co-Presidents will have the same responsibilities noted in sections 1 and 2 4.<\/li>\n<\/ol>\n<\/li>\n<li>Secretary\n<ol>\n<li>The Secretary documents the proceedings of all General Body. Minutes must<br \/>\ninclude, at minimum, all proposed legislation, votes, attendance of each<br \/>\nmeeting, as well as important points made by various members of BCSG<br \/>\nduring the meeting.<\/li>\n<li>\u00a0Minutes from General Body meetings must be posted to the BCSG website<br \/>\nwithin 48 hours of the meeting\u2019s occurrence. Minutes from E-Board<br \/>\nmeetings must be communicated to members of the Assembly within 48<br \/>\nhours of the meeting\u2019s occurrence.<\/li>\n<li>The Secretary must be present at all Student Government meetings, including, but not limited to, the regular full Student Government meetings<br \/>\nand Executive Board meetings<\/li>\n<\/ol>\n<\/li>\n<li>Chair of the Committee Selection Board\n<ol>\n<li>a. The Chair of the Committee Selection Board leads the Board in its operation,<br \/>\nper its organizational constitution, and reports to the E-Board and General<br \/>\nBody concerning appointments of importance.<\/li>\n<\/ol>\n<\/li>\n<li>Chair of the Funding and Activities Board\n<ol>\n<li>The Funding and Activities Board leads the Board in its operation,<br \/>\nper its organizational constitution, and makes regular reports to the E-Board<br \/>\nand General Body concerning the financial health of BCSG, the state of club<br \/>\nbudgets, and the opportunities for further development of student clubs and<br \/>\ntheir relationship with BCSG.<\/li>\n<\/ol>\n<\/li>\n<li>Assembly Members\n<ol>\n<li>Assembly Members are responsible to gather the observations, concerns, and<br \/>\nquestions of members of their respective class year. Each Assembly Member<br \/>\nmust therefore create and maintain relationships with their respective peers.<\/li>\n<li>Assembly Members should bring these business items to each General Body<br \/>\nmeeting as they arise for discussion and deliberation by other General Body<br \/>\nmembers.<\/li>\n<li>Upon resolution of the business item, the Assembly Member who brought<br \/>\nthe item should correspond with the constituent from whom the item<br \/>\noriginated to communicate action, if any, BCSG has voted to take on their<br \/>\nitem.<\/li>\n<li>Assembly Member Special Duties\n<ol>\n<li>Assembly Members from the junior class shall serve as Junior<br \/>\nMarshals at the Baccalaureate and Commencement ceremonies.<br \/>\nJunior Marshals assist with line up, leading the procession, and<br \/>\nseating the senior class at these ceremonies. Juniors must be<br \/>\neligible to be on campus for Short Term for a reason other than<br \/>\nbeing Junior Marshal in order to serve in this role.<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<\/li>\n<li>At-Large-Representatives\n<ol>\n<li>At-large-representatives are selected by the BCSG committee to aid in the work<br \/>\nof the assembly<\/li>\n<li>At-large-representatives are also responsible to gather the observations, concerns,<br \/>\nand questions of members of their respective class year<\/li>\n<li>At-large-representatives are allowed to vote and hold voting to pass<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<p><em>Section 4: Succession<\/em><\/p>\n<ol>\n<li>If the President vacates office before their term expires, voluntarily or involuntarily, the<br \/>\nVice President assumes Interim President responsibilities until the Committee Selection<br \/>\nBoard organizes a special election to fill the position permanently.<\/li>\n<li>If the Vice President vacates office before their term expires, voluntarily or<br \/>\ninvoluntarily, the Assembly appoints an Interim Vice President from the Assembly to<br \/>\nserve until the Committee Selection Board organizes a special election to fill the<br \/>\nposition permanently.<\/li>\n<li>If the Secretary vacates office before their term expires, voluntarily or involuntarily, the<br \/>\nPresident or Co-Presidents appoints an Interim Secretary from the Assembly to serve<br \/>\nuntil the President or the Co-Presidents appoint a new Secretary through a hiring<br \/>\nprocess run via Campus Life.<\/li>\n<li>If the Chair of the Committee Selection Board vacates office before their term expires,<br \/>\nvoluntarily or involuntarily, the Committee Selection Board selects a new Chair, per its<br \/>\norganizational constitution.<\/li>\n<li>If the Chair of the Budgets and Clubs Board vacates office before their term expires,<br \/>\nvoluntarily or involuntarily, the Budgets and Clubs Board selects a new Chair, per its<br \/>\norganizational constitution.<\/li>\n<li>If an Assembly Member vacates office before their term expires, voluntarily or<br \/>\ninvoluntarily, the Assembly appoints a new At-Large-Representative, irrespective<br \/>\nof class year, and that person serves until the next election.<\/li>\n<\/ol>\n<p><\/div>\n<\/div>\n<\/p>\n<p><span style=\"font-weight: 400;\"><div class=\"btn-wrap\">\n\t<div class=\"btn-action\" id=\"article-iv-meetings-and-procedures\">\n\t\t<h3 class=\"btn-title\">ARTICLE IV: Meetings and Procedures<\/h3>\n\t\t<div class=\"btn-arrow\"><\/div>\n\t<\/div>\n\t<div class=\"btn-content\"><\/span><\/p>\n<h5><span style=\"font-weight: 400;\">ARTICLE IV: Meetings and Procedures<\/span><\/h5>\n<p><em>Section 1: Meetings<\/em><\/p>\n<p>General Body meetings of BCSG shall be held weekly, at a regular day and time to be<br \/>\ndetermined by the Secretary and approved by the Assembly. The President and Vice<br \/>\nPresident or Co-Presidents have the right to call General Body meetings. As General<br \/>\nBody meetings are open to the Bates community, they must occur at a consistent day,<br \/>\ntime, and place, and may only be changed by a majority vote of the Assembly.<\/p>\n<p><em>Section 2: Quorum<\/em><\/p>\n<p>Two-thirds of the Assembly as well as the presence of the President, Vice President, or<br \/>\nCo-Presidents, and Secretaries shall constitute a quorum to transact business including<br \/>\ngreater policy decisions or action plans that require consultation of the whole<br \/>\nAssembly.<\/p>\n<p>Only the Assembly shall have the power to vote on business that comes before the<br \/>\nGeneral Body of BCSG. A majority of those voting shall constitute an affirmative vote of<br \/>\nthe Assembly. Each member of the Assembly shall be entitled to one vote, and the vote of<br \/>\nthe majority of the Assembly at any meeting at which there is a quorum shall be sufficient<br \/>\nto transact business. Business may be proposed by any member of the Bates community<br \/>\nrecognized by the President or Co-Presidents however only members of the Assembly<br \/>\nmay make motions from the floor with the intention of initiating a vote on such business.<\/p>\n<p><em>Section 3: Rules of Order<\/em><\/p>\n<p>The President or Co-Presidents maintain order during General Body meetings. This order<br \/>\nis outlined as follows, but must remain open to the shifting needs of this organization and<br \/>\nthe Bates community:<\/p>\n<ol>\n<li>Introductions from any non-Student Government members<\/li>\n<li>Status updates on previous meeting business items in the following order:\n<ol>\n<li>President on Executive Board business<\/li>\n<li>Chair of Budgets &amp; Clubs Board on Budgets &amp; Clubs Board business<\/li>\n<li>Chair of Committee Selection Board on Committee Selection Board business<\/li>\n<li>Chair of BCSG Sub-Committee on Sub-Committee business<\/li>\n<li>Assembly Members<\/li>\n<\/ol>\n<\/li>\n<li>New Business\n<ol>\n<li>Presentations of the non-Student Government members and discussion to<br \/>\nfollow, if needed.<\/li>\n<li>New business items from the Executive Board.<\/li>\n<li>New business items from the Assembly.<\/li>\n<li>New action members of the Student Government wish to discuss based on<br \/>\nthe three previous segments.<\/li>\n<\/ol>\n<\/li>\n<li>Dismissal by a majority vote of the Assembly.<\/li>\n<\/ol>\n<p><em>Section 4: Attendance<\/em><\/p>\n<p>All members of the General Body are expected to attend each General Body meeting. A<br \/>\nmaximum of four absences per semester are permitted due to extenuating circumstances.<br \/>\nMore absences are allowed with excused circumstances. The absent BCSG member is<br \/>\nresponsible for reading the minutes of the meeting in order to stay abreast of the latest<br \/>\nactions taken by BCSG. If any member of BCSG misses more than four meetings in a<br \/>\nsingle semester, the President or Co-Presidents will initiate impeachment proceedings<br \/>\nagainst them.<\/p>\n<p>Note: If an assembly member cannot attend a meeting, they must notify the Secretary<br \/>\nwithin 24 hours of a meeting.<\/div>\n<\/div>\n<\/p>\n<p><span style=\"font-weight: 400;\"><div class=\"btn-wrap\">\n\t<div class=\"btn-action\" id=\"article-v-elections\">\n\t\t<h3 class=\"btn-title\">ARTICLE V: Elections<\/h3>\n\t\t<div class=\"btn-arrow\"><\/div>\n\t<\/div>\n\t<div class=\"btn-content\"><\/span><\/p>\n<h5><span style=\"font-weight: 400;\">ARTICLE V: Elections<\/span><\/h5>\n<p><em>Section 1: Elected Positions<\/em><br \/>\nThe President, Vice President, Co-Presidents, and Assembly members are elected by<br \/>\npopular vote of the student body of Bates College. The President and Vice President or<br \/>\nCo-Presidents are elected by the entire student body, Assembly Members are elected by<br \/>\nmembers of their respective class years.<\/p>\n<p><em>Section 2: Coordination<\/em><\/p>\n<p>Elections are coordinated by the Committee Selection Board and led by the Secretary. They are both responsible for 1) election publicity and outreach; 2) organizing<br \/>\npresentations, talks, and debates by candidates; 3) organizing and publicizing the voting<br \/>\nprocess, and 4) announcing election results.<\/p>\n<p><em>Section 3: Timeline<\/em><\/p>\n<p>There are two regular election periods during the academic year: one in the winter, and<br \/>\none in the fall. The Committee Selection Board also hold special elections to fill<br \/>\nvacant elected office seats whenever this is required, following the same cadence noted<br \/>\nbelow.<\/p>\n<ol>\n<li style=\"list-style-type: none;\">\n<ol>\n<li>Winter Election: For President, Vice President, or Co-Presidents and Assembly<br \/>\nMembers from the sophomore, junior, and senior classes.<\/p>\n<ol>\n<li>The nomination period begins on the first Monday in March and closes the<br \/>\nfollowing Wednesday at 11:59 pm (3 days)<\/li>\n<li>Campaigning may begin at the moment a candidate\u2019s nomination is<br \/>\nsubmitted.<\/li>\n<li>Election polls open on the second Wednesday in March for one week<br \/>\n(Second Wednesday to the Third Wednesday).<\/li>\n<li>Election results are announced no more than 6 days after the election polls<br \/>\nclose.<\/li>\n<\/ol>\n<\/li>\n<li>Fall Election: For Assembly Members from the first-year class, and at-large Assembly<br \/>\nMember representatives, i.e. Junior Representatives who are abroad.<\/p>\n<ol>\n<li>The nomination period begins on the third Monday of September at 12:01<br \/>\nam and closes after 7 days (Monday to Monday).<\/li>\n<li>Campaigning may begin once a candidate\u2019s nomination is submitted and<br \/>\nmay continue through the election period.<\/li>\n<li>Election polls open ten (10) days after the nomination period ends at 12:01<br \/>\nam (the following week\u2019s Wednesday)<\/li>\n<li>Polls close after 5 days at 12:01 am, on Monday at 11:59 pm<\/li>\n<li>Election results are announced no more than 6 days after the election polls<br \/>\nclosed<\/p>\n<ol>\n<li>Note: These timelines can be changed in extenuating circumstances.
