Most awards require the signature of an Authorized Organizational Representative (AOR), such as the Director or Associate Director of ORSP to legally accept the award. Faculty and most staff are not AORs.<\/p>\n\n\n\n<p>We will work with you to ensure Bates can meet the terms and conditions of the award, help you understand regulatory compliance requirements, and get a fund\/org number set up for your award.  <\/p>\n\n\n\n<p>Once we have accepted the award, the Associate Director will meet with you to review everything you&#8217;ll need to know to successfully manage your award.  You&#8217;ll receive your fund\/org number at this meeting, as well.  <\/p>\n\n\n\n<h2 class=\"wp-block-heading has-garnet-color has-text-color has-link-color wp-elements-aa007a7cf070893b67edddac1ff75855\" id=\"spending-protocols-and-policies\">Spending &#8211; protocols and policies<\/h2>\n\n\n\n<p>ORSP works closely with the the Bates Accounting and Payroll offices to ensure compliance with the College and funder\u2019s policies and to monitor expenditures against the award budget. <\/p>\n\n\n\n<p>The\u00a0<a href=\"https:\/\/www.bates.edu\/accounting\/gifts-grants-and-contracts\/\">Accounting Gifts and Grants<\/a>\u00a0web page contains links outlining the responsibilities, processing procedures and fiscal management of gifts, grants, and contracts.<\/p>\n\n\n\n<div class=\"wp-block-bates-shortcodes-btn btn-wrap\"><div class=\"btn-action\" role=\"button\" tabindex=\"0\" aria-controls=\"59541495-6a98-42cc-804f-2420e492b2d2\" aria-pressed=\"false\" aria-expanded=\"false\"><h3 class=\"btn-title\">Purchase of Supplies and Services<\/h3><div class=\"btn-arrow\"><\/div><\/div><div class=\"btn-content\" id=\"59541495-6a98-42cc-804f-2420e492b2d2\">\n<p>All purchases using grant funds must comply with the <a href=\"https:\/\/www.bates.edu\/accounting\/gifts-grants-and-contracts\/federal-or-state-grants-and-contracts\/purchases-and-subawards-using-federal-funds\/\"><strong>Bates Procurement Policy<\/strong><\/a> and the <a href=\"https:\/\/www.bates.edu\/accounting\/accounts-payable-2\/payment-for-services\/\"><strong>Bates Payment for Services Policy<\/strong><\/a>.  Individual grants may contain additional specific terms and conditions in addition to this Policy. When in doubt, contact ORSP&nbsp;<strong>before<\/strong>&nbsp;making a purchase! <\/p>\n<\/div><\/div>\n\n\n\n<div class=\"wp-block-bates-shortcodes-btn btn-wrap\"><div class=\"btn-action\" role=\"button\" tabindex=\"0\" aria-controls=\"648ef938-157d-4829-b0aa-815bdf78dfa5\" aria-pressed=\"false\" aria-expanded=\"false\"><h3 class=\"btn-title\">Subawards and Contracts<\/h3><div class=\"btn-arrow\"><\/div><\/div><div class=\"btn-content\" id=\"648ef938-157d-4829-b0aa-815bdf78dfa5\">\n<p>If your award proposal contained subawards or contracts, ORSP will work with you to set up the necessary agreements after you receive your notice of award. Subrecipients and contractors may not begin work on the project until these agreements are fully executed.<\/p>\n\n\n\n<p>When you receive an invoice from a subrecipient or contractor, please follow the instructions under Invoice Approval, below, to ensure prompt payment. (Note: this is relevant to staff and is distinct from summer salary\/stipend payments for faculty.)<\/p>\n\n\n\n<p>Contact&nbsp;<strong>ORSP<\/strong>&nbsp;(tbishop@bates.edu) and&nbsp;<strong><a href=\"https:\/\/www.bates.edu\/hr\/\">Human Resources<\/a><\/strong>&nbsp;with questions and before entering into any agreements.<\/p>\n<\/div><\/div>\n\n\n\n<div class=\"wp-block-bates-shortcodes-btn btn-wrap\"><div class=\"btn-action\" role=\"button\" tabindex=\"0\" aria-controls=\"661b84b1-b7b1-4157-aeab-10468b5c8b31\" aria-pressed=\"false\" aria-expanded=\"false\"><h3 class=\"btn-title\">Cost Transfers<\/h3><div class=\"btn-arrow\"><\/div><\/div><div class=\"btn-content\" id=\"661b84b1-b7b1-4157-aeab-10468b5c8b31\">\n<p><a href=\"https:\/\/www.bates.edu\/accounting\/gifts-grants-and-contracts\/federal-or-state-grants-and-contracts\/cost-transfers\/\">Policy on Cost Transfers<\/a><\/p>\n\n\n\n<p>Although costs should always be properly identified as directly related and charged to the correct fund\/account initially, cost transfers are sometimes necessary.<\/p>\n\n\n\n<p>In the event that a cost must be transferred from one fund to another, please contact&nbsp;<strong>ORSP&nbsp;<\/strong>(tbishop@bates.edu) and review the Policy on Cost Transfers.<\/p>\n<\/div><\/div>\n\n\n\n<h2 class=\"wp-block-heading has-garnet-color has-text-color has-link-color wp-elements-1acd1330d3add71f5fa302cf0c54957d\">Reporting<\/h2>\n\n\n\n<div class=\"wp-block-bates-shortcodes-btn btn-wrap\"><div class=\"btn-action\" role=\"button\" tabindex=\"0\" aria-controls=\"e5602a20-22ee-4c2d-b244-890ce371429e\" aria-pressed=\"false\" aria-expanded=\"false\"><h3 class=\"btn-title\">Financial reporting to sponsors<\/h3><div class=\"btn-arrow\"><\/div><\/div><div class=\"btn-content\" id=\"e5602a20-22ee-4c2d-b244-890ce371429e\">\n<p>As part of the award terms and conditions, ORSP works with Accounting to prepare financial reports for the sponsor depending on the sponsor requirements. Typically, we prepare financial reports at least quarterly. We will send you a copy to let you know how much you&#8217;ve spent and how much you have left. Feel free to contact us for updated reports or with any questions at any point.<\/p>\n\n\n\n<p>If you have questions about allowability of costs or how to spend your funds, please&nbsp;<strong>ask us first<\/strong>!<\/p>\n<\/div><\/div>\n\n\n\n<div class=\"wp-block-bates-shortcodes-btn btn-wrap\"><div class=\"btn-action\" role=\"button\" tabindex=\"0\" aria-controls=\"398ad226-7258-44eb-ad22-d94f145c362c\" aria-pressed=\"false\" aria-expanded=\"false\"><h3 class=\"btn-title\">Technical\/programmatic reporting to sponsors<\/h3><div class=\"btn-arrow\"><\/div><\/div><div class=\"btn-content\" id=\"398ad226-7258-44eb-ad22-d94f145c362c\">\n<p>Most sponsors request some type of report detailing progress and grant activities. Most federal sponsors require a yearly report, and release of subsequent funding may be conditional on approval of the previous year\u2019s report, however it is important to review the terms and conditions of your award to identify any and all report requirements<\/p>\n\n\n\n<p>Reporting on the progress of a project is a responsibility that is shared between Principal Investigators \/ Project Directors (PI\/PD) and their institution. In some cases (e.g. NSF), ORSP can only view reports submitted by the PI\/PD and the status of pending reports. In others (e.g. NIH), ORSP is required, as organizational representative, to certify the accuracy of reports prepared by the PI\/PD. In either case, if you anticipate any unavoidable delays in reporting, please notify ORSP well in advance of the deadline.<\/p>\n<\/div><\/div>\n\n\n\n<h2 class=\"wp-block-heading has-garnet-color has-text-color has-link-color wp-elements-7914f99971a273c5496153d24fdbbe94\" id=\"post-award-compliance\">Regulatory Compliance<\/h2>\n\n\n\n<p>External funding often comes with compliance requirements, which is overseen by several offices and committees at Bates.&nbsp; Some funders, and specifically the federal government, require institutions to have certain policies as a condition of receiving funding.&nbsp; These policies are often applicable to any research that occurs at the institution (e.g. the IRB oversees ALL human subjects research at Bates College). Other requirements are only applicable to federally funded research.  Still other compliance requirements are a matter of U.S. law independent of acceptance of funding.  ORSP will help you understand which requirements apply to your award and project.<\/p>\n\n\n\n<p>See <a href=\"https:\/\/www.bates.edu\/grants\/compliance-resources\/\" data-type=\"URL\" data-id=\"https:\/\/www.bates.edu\/grants\/compliance-resources\/\"><strong>Compliance Resources<\/strong><\/a> for more information. <\/p>\n\n\n\n<h2 class=\"wp-block-heading has-garnet-color has-text-color has-link-color wp-elements-e53c98d4274dc6ee5e2f172770bd952f\">Other Considerations<\/h2>\n\n\n\n<div class=\"wp-block-bates-shortcodes-btn btn-wrap\"><div class=\"btn-action\" role=\"button\" tabindex=\"0\" aria-controls=\"3282af6d-c903-45df-877b-31968b395fbe\" aria-pressed=\"false\" aria-expanded=\"false\"><h3 class=\"btn-title\">Changes in the Project<\/h3><div class=\"btn-arrow\"><\/div><\/div><div class=\"btn-content\" id=\"3282af6d-c903-45df-877b-31968b395fbe\">\n<p>Changes in the Scope, senior personnel, or budget of your project may require notice to and\/or preapproval from the sponsor. Contact ORSP as soon as possible whenever you anticipate the possibility of significant changes in their project.<\/p>\n\n\n\n<p>The Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards spell out, in 2 CFR 200.308, several circumstances requiring preapproval by the Federal awarding agency. There are other circumstances wherein agencies are given the latitude to waive pre-approval requirements, but even in many such cases, institutions are required to furnish timely notification to the awarding agency. PIs\/PDs should contact ORSP as soon as possible whenever they anticipate the possibility of one or more of the following:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Change in project scope<\/li>\n\n\n\n<li>Change in key personnel<\/li>\n\n\n\n<li>Temporary disengagement or reduction in effort by a PI\/PD or Co-PI\/PD<\/li>\n\n\n\n<li>Budget changes, especially any relating to Participant Support Costs<\/li>\n\n\n\n<li>Changes in the number, scope, or amount of subawards\/subcontracts<\/li>\n\n\n\n<li>Difficulty meeting mandatory or voluntarily committed cost-sharing<\/li>\n\n\n\n<li>Needing to spend money before the official start date of an award<\/li>\n\n\n\n<li>No-cost extensions<\/li>\n<\/ol>\n\n\n\n<p>Such notifications may be sent via e-mail to the Senior Director of ORSP (<a href=\"mailto:shumphre@bates.edu\">shumphre@bates.edu<\/a>). Revision requests that result in either a net increase or net decrease of sponsored funds are not accepted by the system, and all requests must be accompanied by a narrative justification. Prior to implementation, all requests must be approved by the Senior Director of ORSP, who has the option of routing the request for prior review to the Associate Director of ORSP, the Assistant Controller,&nbsp; Controller or any other institutional administrator with relevant knowledge and expertise. Prior to approval, the Senior Director of ORSP consults the relevant Terms and Conditions of the award, which are referenced in the Cayuse award record, to determine if the requested revision requires sponsoring agency approval. If so, ORSP prepares the request according to agency instructions, and further action in Cayuse is withheld pending the agency response.<\/p>\n\n\n\n<p>A budget revision would be denied if:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>the requested revision includes costs that are not reasonable, allowable, or allocable to the award;<\/li>\n\n\n\n<li>the requested revision is inconsistent with the applicable cost principles (e.g. Circular A-21 for Federal awards from prior to December 26, 2014, or the OMB Uniform Guidance for those thereafter);<\/li>\n\n\n\n<li>the requested revision is inconsistent with applicable institutional policies and procedures (e.g. compensation policies, or the institutional travel policy);<\/li>\n\n\n\n<li>the requested revision requires prior sponsoring agency approval, and such approval is not given;<\/li>\n\n\n\n<li>or the requested revision results in a budget that is inconsistent with the scope and objectives of the project as described in the proposal.<\/li>\n<\/ul>\n\n\n\n<p>Once a budget revision has been approved by all necessary parties, the revision is posted to the award record in Cayuse, and a copy of the revised budget is sent to the Assistant Controller of Accounting for any necessary updates to the accounting system.<\/p>\n<\/div><\/div>\n\n\n\n<div class=\"wp-block-bates-shortcodes-btn btn-wrap\"><div class=\"btn-action\" role=\"button\" tabindex=\"0\" aria-controls=\"0d956769-eee8-4112-af08-4dbc0253ad34\" aria-pressed=\"false\" aria-expanded=\"false\"><h3 class=\"btn-title\">eRA Commons ID \u2013 NIH awards only<\/h3><div class=\"btn-arrow\"><\/div><\/div><div class=\"btn-content\" id=\"0d956769-eee8-4112-af08-4dbc0253ad34\">\n<p>All participants on NIH-funded projects are required to have an&nbsp;<a href=\"https:\/\/era.nih.gov\/\">eRA Commons<\/a>&nbsp;ID to be listed on the annual and final progress reports. Note: This applies to students who are paid from grant funds&nbsp;<strong>AND&nbsp;<\/strong>those who work on an NIH project for academic credit.<\/p>\n\n\n\n<p>Please notify ORSP as new participants join your project, and we will set up eRA Commons accounts. It is the responsibility of the PI to follow up with students to ensure that their eRA Commons profiles are completed.<\/p>\n<\/div><\/div>\n","protected":false},"excerpt":{"rendered":"<p>Congratulations!
