{"id":3223,"date":"2025-10-29T13:00:55","date_gmt":"2025-10-29T17:00:55","guid":{"rendered":"https:\/\/www.bates.edu\/grants\/?page_id=3223"},"modified":"2026-02-26T16:03:07","modified_gmt":"2026-02-26T21:03:07","slug":"bates-college-safe-and-inclusive-working-environments-for-off-campus-or-off-site-research-policy","status":"publish","type":"page","link":"https:\/\/www.bates.edu\/grants\/bates-college-safe-and-inclusive-working-environments-for-off-campus-or-off-site-research-policy\/","title":{"rendered":"Policy on Safe and Inclusive Working Environments for Off-Campus or Off-Site Research"},"content":{"rendered":"\n<p>It is the National Science Foundation\u2019s (NSF) policy (<a href=\"https:\/\/www.nsf.gov\/policies\/pappg\/24-1\/ch-2-proposal-preparation#ch2E9\" data-type=\"link\" data-id=\"https:\/\/www.nsf.gov\/policies\/pappg\/24-1\/ch-2-proposal-preparation#ch2E9\">NSF 2024 PAPPG II-E.9<\/a>) to foster safe and harassment-free environments wherever science is conducted. NSF\u2019s policy recognizes that a community effort is essential to eliminate sexual and other forms of harassment in science and to build inclusive scientific climates where people can learn, grow, and thrive.<\/p>\n\n\n\n<p>As of January 30, 2023, for all new and renewal NSF proposals that involve <strong>off-campus or off-site <\/strong><strong>research <\/strong><strong>activities<\/strong> (see NSF definition below), NSF requires grantees to certify that they have a project-specific plan in place regarding safe and inclusive working environments for off-campus or off-site research.\u00a0<\/p>\n\n\n\n<p><strong><em>Off-campus or off-site research*<\/em><\/strong> is \u201cdata\/information\/ samples being collected off-campus or off-site, such as fieldwork on research vessels and aircraft.\u201d<\/p>\n\n\n\n<p>The plan must include a <strong>brief description of the field setting<\/strong> and <strong>unique challenges for the team,<\/strong> describe <strong>how the following types of behavior will be addressed<\/strong>, and <strong>identify steps<\/strong> the proposing principal investigator(s)(PIs) will take to nurture an inclusive off-campus or off-site working environment:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Abuse of any person, including, but not limited to, harassment, stalking, bullying, or hazing of any kind, whether the behavior is carried out verbally, physically, electronically, or in written form; or<\/li>\n\n\n\n<li>Conduct that is unwelcome, offensive, indecent, obscene, or disorderly;&nbsp;<\/li>\n<\/ul>\n\n\n\n<p>Specifically, NSF requires PrincipaI Investigators (PIs) to <strong>create a plan for safe and inclusive (SAI) work environments<\/strong> and <strong>distribute that plan to each participant in advance of departure <\/strong>for an <strong>off-campus or off-site research activity. <\/strong>Plans must be kept on file at Bates unless submission to NSF is part of the solicitation-specific application requirements or is directly requested by NSF.<\/p>\n\n\n\n<p>For those solicitations that require submission of the SAI plan with the application, specific instructions for the elements that must be addressed will be provided in the solicitation.<\/p>\n\n\n\n<p>For any off-campus or off-site research on a proposed or collaborative NSF project, PIs must:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Review the NSF definition of \u201coff-campus or off-site research\u201d and determine if any portion of the proposed research activities meets NSF\u2019s definition.<\/li>\n\n\n\n<li>Create a plan to ensure a SAI working environment for off-campus or off-site research by completing this <a href=\"https:\/\/docs.google.com\/document\/d\/1886bDahgS6SpkZxViO1aUKcm3vI1Jfs1KONVbmVrjKY\/edit?usp=sharing\" data-type=\"link\" data-id=\"https:\/\/docs.google.com\/document\/d\/1886bDahgS6SpkZxViO1aUKcm3vI1Jfs1KONVbmVrjKY\/edit?usp=sharing\">template<\/a>.&nbsp;<\/li>\n\n\n\n<li>Distribute the plan to the Office of Research and Sponsored Programs (ORSP) at the time of proposal submission and to all participants before departure.<\/li>\n\n\n\n<li>Update plan as needed and re-disseminate plan to all participants and ORSP before departure.<\/li>\n\n\n\n<li>Retain documentation of who received the plan.<\/li>\n<\/ul>\n\n\n\n<p>The Office of Sponsored Programs and Research Compliance is responsible for:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Ensuring a plan that meets NSF requirements is in place before submission and at the time of award.<\/li>\n<\/ul>\n\n\n\n<h1 class=\"wp-block-heading\"><strong>Resources on Campus<\/strong><\/h1>\n\n\n\n<h2 class=\"wp-block-heading\">Reporting a Concern<\/h2>\n\n\n\n<p>Bates College has a clear and accessible means for reporting abuse and misconduct.
