After a 90 percent population drop off, numbers rose slightly in the most recent count. &#8220;It&#8217;s not up a lot,&#8221; said Paul Barrett &#8217;80, the U.S. Fish and Wildlife Service biologist coordinating the research. &#8220;That&#8217;s true.
